Mastering Medical Transport Bids: How to Stand Out in a Competitive Market

Medical transport services play a critical role in healthcare, ensuring patients, medical supplies, and emergency responders reach their destinations safely and efficiently. From patient transfers and non-emergency medical transportation (NEMT) to ambulance services and organ transport, the demand for high-quality medical transport providers is growing.

Winning a medical transport tender is a valuable opportunity to secure long-term contracts and establish credibility in the healthcare sector. However, with fierce competition and strict regulatory requirements, crafting a compelling bid is essential.

This guide will walk you through the key strategies to stand out in the competitive medical transport market and how professional bid writing services can help you secure more contracts.

Understanding Medical Transport Tenders

Medical transport tenders are issued by public and private healthcare organisations, including:

  • NHS trusts and local authorities– Seeking ambulance services, non-emergency patient transport, and specialist transfers.
  • Private hospitals and clinics– Looking for reliable transport providers to assist with patient mobility.
  • Care homes and hospices– Requiring accessible and safe transport for elderly and disabled patients.
  • Medical supply and pharmaceutical companies– Contracting transport providers for urgent delivery of critical supplies and equipment.

These contracts vary in scope and complexity, from long-term service agreements to single-trip requirements. Understanding the specific tendering requirements is crucial to crafting a winning bid.

Key Steps in the Medical Transport Tendering Process

1. Finding the Right Tender Opportunities

Success begins with identifying the most suitable tenders for your business. Consider:

  • Registering on procurement portals– Ensure you receive alerts for relevant tenders from NHS frameworks, local councils, and private healthcare providers.
  • Assessing contract value and scope– Evaluate whether your organisation has the capacity and resources to fulfil the contract’s requirements.
  • Seeking expert support– A professional healthcare tendering service can help you find high-value opportunities aligned with your expertise.

2. Reviewing the Tender Specifications

Each medical transport tender includes detailed specifications outlining what commissioners expect. Before writing your bid, thoroughly examine:

  • Eligibility criteria– Ensure your company meets all licensing and accreditation requirements.
  • Service delivery expectations– Understand the performance standards, vehicle requirements, and staffing needs.
  • Evaluation scoring system– Focus on the key areas that influence contract award decisions, such as quality, safety, and cost-effectiveness.

How to Write a Winning Medical Transport Tender

1. Demonstrate Compliance and Accreditation

Medical transport providers must adhere to strict regulatory and safety standards. In your bid, clearly outline:

  • Licensing and accreditations– Provide evidence of compliance with Care Quality Commission (CQC) standards and any other relevant healthcare regulations.
  • Insurance policies– Demonstrate sufficient public liability, employer’s liability, and vehicle insurance coverage.
  • Health and safety protocols– Highlight risk management strategies, infection control measures, and emergency response plans.

2. Showcase Fleet Capability and Maintenance Procedures

Commissioners need assurance that your transport services are reliable and well-maintained. Strengthen your bid by detailing:

  • Types of vehicles in your fleet– List the number of ambulances, wheelchair-accessible vans, and specialised medical transport units.
  • Vehicle maintenance plans– Explain your routine servicing and safety checks to prevent breakdowns.
  • GPS tracking and route optimisation– Describe how you use technology to enhance efficiency and reduce delays.

3. Emphasise Patient Safety and Comfort

Medical transport is not just about getting from point A to point B—it’s about ensuring patient well-being. In your bid:

  • Detail patient handling procedures– Explain how your team ensures comfort and safety during transfers.
  • Highlight staff training in care and support– Show how drivers and paramedics are trained in first aid, patient care, and disability support.
  • Provide real-world case studies– Include testimonials or examples demonstrating your commitment to patient safety and dignity.

4. Outline Your Staffing and Training Strategies

A highly trained workforce is essential for medical transport services. Strengthen your bid by including:

  • Qualifications and experience of your team– Highlight the expertise of paramedics, drivers, and patient care assistants.
  • Ongoing training programs– Explain how you keep staff updated on regulations, vehicle handling, and patient care best practices.
  • Employee background checks and safeguarding policies– Demonstrate your commitment to hiring qualified and trustworthy personnel.

5. Provide a Robust Service Delivery Plan

A well-structured service delivery plan demonstrates your ability to fulfil contract requirements efficiently. In this section, cover:

  • Operational workflow– Explain how you manage transport scheduling, dispatching, and route planning.
  • Emergency response strategies– Detail how your team handles urgent patient transfers or unforeseen incidents.
  • Scalability and flexibility– Showcase your ability to adapt to high-demand periods and fluctuating service needs.

6. Highlight Innovation and Technology in Transport Services

Modern technology enhances medical transport efficiency and safety. Use your bid to demonstrate:

  • Use of telematics and GPS tracking– Explain how real-time monitoring improves punctuality and route efficiency.
  • Integration with healthcare IT systems– Describe how you streamline communication between transport teams and medical professionals.
  • Sustainable transport solutions– If applicable, highlight eco-friendly vehicle options that align with NHS net-zero goals.

7. Justify Your Pricing and Cost-Effectiveness

Price is a key factor in bid evaluations, but it’s not just about being the cheapest. Ensure your pricing strategy:

  • Clearly breaks down costs– Provide a transparent pricing model for labour, fuel, maintenance, and insurance.
  • Demonstrates value for money– Explain how your service quality justifies the cost.
  • Includes cost-saving efficiencies– Highlight strategies that reduce operational expenses without compromising service quality.

8. Structure Your Bid for Maximum Impact

A well-organised bid is easier to read and scores higher with evaluators. Best practices include:

  • Using clear, concise language– Avoid unnecessary jargon and be direct in addressing tender requirements.
  • Following the tender document structure– Ensure each response aligns with the provided questions and evaluation criteria.
  • Including supporting evidence– Use data, testimonials, and case studies to reinforce key points.

How to Secure Domiciliary Care Contracts: A Guide to Successful Bids

Winning domiciliary care contracts can be a game-changer for care providers, opening doors to long-term revenue streams and business growth. However, the tendering process is highly competitive, with providers vying for contracts from local authorities, NHS bodies, and private healthcare organisations.

If you want to secure domiciliary care contracts, you need a well-structured bid that demonstrates compliance, quality of care, and value for money. In this guide, we will break down the tendering process, provide expert tips for writing a winning bid, and explain how professional bid writing services can increase your chances of success.

Understanding Domiciliary Care Contracts

Domiciliary care, also known as home care, involves providing care services to individuals in their own homes. These services may include personal care, medication assistance, meal preparation, and companionship. Local councils, NHS trusts, and private healthcare providers issue tenders to commission domiciliary care services to meet growing demand.

Winning a domiciliary care tender means securing a contract to provide these services for a set period, often with the possibility of renewal. To be successful, your bid must highlight your experience, compliance with regulations, and ability to deliver high-quality care efficiently.

Key Steps in the Domiciliary Care Tender Process

1.Finding the Right Tender Opportunities

  • Regularly check tender portals and procurement websites for domiciliary care opportunities.
  • Register with local councils and NHS procurement platforms to receive notifications.
  • Consider using a healthcare tender service that provides tailored alerts and support.

2.Assessing Tender Suitability

  • Review eligibility criteria, contract value, and service scope.
  • Ensure your organisation meets requirements such as CQC registration, staff qualifications, and financial stability.
  • Evaluate the competition and decide if the tender aligns with your business goals.

3.Preparing Key Documentation

  • Gather evidence of compliance with industry regulations (CQC standards, safeguarding policies, and health & safety procedures).
  • Prepare case studies showcasing past success in domiciliary care provision.
  • Collect references and testimonials from clients and commissioners.

4.Writing a Winning Bid

  • Address every question in the tender documentation with clear, concise, and persuasive responses.
  • Highlight your expertise, quality assurance processes, and client satisfaction.
  • Provide detailed workforce plans, including staff training, recruitment strategies, and retention policies.
  • Demonstrate value for money by explaining how your service is cost-effective while maintaining high care standards.

5.Reviewing and Submitting Your Bid

  • Proofread your submission to ensure clarity and professionalism.
  • Double-check that all required documents are included.
  • Submit the bid before the deadline to avoid disqualification.

✔ Showcase Your Experience and Compliance
Commissioners want reassurance that your organisation can deliver high-quality care. Clearly outline your experience, compliance with CQC regulations, and commitment to best practices.

✔ Demonstrate Quality Assurance
Explain how you monitor and improve service delivery. Use evidence such as client feedback, staff training programs, and quality control measures to strengthen your bid.

✔ Highlight Your Workforce Capabilities
Staffing is a key concern in domiciliary care. Provide details on how you recruit, train, and retain qualified carers to ensure service continuity.

✔ Provide Strong Financial Evidence
Show that your organisation is financially stable and capable of managing the contract. Provide financial statements, funding sources, and cost breakdowns to prove your ability to deliver services effectively.

✔ Make Your Bid Client-Focused
Rather than just listing your company’s achievements, focus on how your services benefit the end client. Demonstrate how your care provision improves quality of life, ensures dignity, and promotes independence.

✔ Use Clear and Persuasive Language
Avoid jargon and complex language. Make your responses clear, structured, and compelling to ensure that evaluators understand the strengths of your proposal.

Healthcare Procurement Made Easy: Your Guide to Tendering Success

Healthcare procurement is a critical yet complex process that requires careful planning, compliance with regulations, and a deep understanding of the tendering landscape. Whether you are a healthcare provider, supplier, or service company, successfully securing contracts through tenders can unlock substantial business growth and long-term success.

However, many businesses struggle with navigating the tendering process, often feeling overwhelmed by the technical requirements, strict evaluation criteria, and high competition. That’s where expert guidance can make all the difference.

In this guide, we’ll break down the healthcare procurement process, provide practical strategies for tendering success, and demonstrate how specialist healthcare tender services can help you secure contracts with ease.

Understanding Healthcare Procurement and Tendering

What Is Healthcare Procurement?

Healthcare procurement refers to the buying and commissioning of goods and services for hospitals, care homes, clinics, and other medical facilities. Procurement teams within NHS Trusts, private healthcare organizations, and local authorities regularly publish tenders to find suppliers who can meet their needs at competitive prices while maintaining high standards.

Types of Healthcare Tenders

The healthcare sector procures a wide range of services, including:

  • Medical equipment and devices
  • Healthcare staffing and recruitment
  • Care home and domiciliary care services
  • Hospital maintenance and cleaning
  • Telemedicine and digital healthcare solutions
  • Ambulance and patient transport services

Each tender comes with specific criteria and expectations, making it essential to tailor your bid to match the buyer’s needs.

Why Tendering Is Essential for Healthcare Businesses

Tendering is a transparent and structured process that ensures fair competition while allowing healthcare providers to secure long-term contracts. Winning a tender can lead to:

Increased revenue and business growth
Enhanced reputation and industry credibility
Access to long-term partnerships with major healthcare buyers
Opportunities for expansion into new markets

However, with high levels of competition, a strong strategy is required to stand out and win contracts.

How to Find the Right Healthcare Tenders

1. Use Specialist Healthcare Tender Services

Finding relevant healthcare tenders can be time-consuming. Instead of searching manually, businesses can benefit from specialist tender platforms that provide targeted tender alerts based on their expertise.

2. Focus on Tenders That Match Your Strengths

Not every tender will be the right fit. Before bidding, assess:

Do you meet the buyer’s requirements?
Do you have relevant experience in similar contracts?
Can you provide value-for-money solutions?

Choosing the right tenders ensures higher efficiency and better chances of success.

3. Research Past Contracts and Competitor Bids

Looking at previously awarded tenders can give valuable insights into:

The price range of winning bids
Common evaluation criteria
What buyers prioritize (cost, quality, innovation, etc.)

This research can help shape a winning strategy for your bids.

Steps to Tendering Success in Healthcare

Step 1: Understand the Tender Requirements

Before preparing your bid, carefully review the tender documents. Pay close attention to:

Scope of Work – What the buyer requires
Compliance and Accreditation Requirements – Necessary certifications (e.g., CQC, ISO, GDPR)
Evaluation Criteria – How bids will be scored
Submission Deadline – Late applications are automatically disqualified

Failing to meet any mandatory requirements can lead to instant rejection, so thorough preparation is crucial.

Step 2: Prepare a Winning Bid

A successful bid is more than just answering questions—it’s about persuading the buyer that your business is the best choice.

Key Elements of a Strong Bid:

Clear Executive Summary – Provide a concise overview of your business and why you’re the best fit.
Demonstrate Experience and Success – Showcase relevant case studies and previous contract wins.
Detail Your Unique Selling Points – Explain how your solution is better than competitors’.
Provide a Competitive Pricing Structure – Offer cost-efficient solutions without compromising quality.
Emphasize Compliance and Quality Assurance – Highlight your commitment to industry regulations.

A well-structured, tailored proposal increases your chances of success.

Step 3: Price Competitively Without Undervaluing Your Services

Price is a key evaluation factor, but the lowest bid doesn’t always win. Buyers look for best value—a combination of quality, reliability, and cost-effectiveness.

How to Price Your Bid Effectively:

Understand Market Rates – Research pricing trends for similar contracts.
Be Transparent – Provide a clear breakdown of costs.
Show Cost Efficiency – Explain how your pricing delivers long-term savings.
Avoid Overpromising – Unrealistically low prices may raise credibility concerns.

Balancing cost and quality is key to winning contracts profitably.

Step 4: Submit a Professional and Error-Free Bid

Common mistakes that lead to bid rejection include:

Missed deadlines
Incomplete or missing documents
Grammar and formatting errors
Not answering questions directly

To avoid these pitfalls:

Triple-check your submission for accuracy and completeness.
Follow the required structure and word count.
Ensure all supporting documents are included.

A polished and professional bid reflects credibility and competence.

Step 5: Learn from Feedback and Improve

If your bid is unsuccessful, request feedback from the procurement team. Understanding where you lost points can help you improve for future tenders.

Did your bid meet all requirements?
Where could you strengthen your responses?
Did competitors offer additional value that you missed?

Continuous improvement leads to higher success rates over time.

However, many healthcare professionals struggle with the complexity of tendering, from understanding bid requirements to crafting compelling proposals. In this blog, we’ll explore insider insights and proven tips to help healthcare professionals navigate tenders effectively and win more contracts with confidence.

Understanding the Healthcare Tendering Process

What Are Healthcare Tenders?

A healthcare tender is an official request from a public or private healthcare buyer inviting suppliers to bid for contracts. These contracts cover a wide range of services, including:

  • Medical equipment and consumables
  • Healthcare staffing and recruitment
  • Care home services and domiciliary care
  • Digital health solutions and telemedicine
  • Hospital cleaning and maintenance services
  • Patient transport and ambulance services

Tenders are published to ensure fair competition, allowing businesses of all sizes to compete for valuable contracts. However, with strict regulations and high competition, securing a contract requires more than just submitting an application—it demands a strategic and well-crafted bid.

Why Are Healthcare Tenders So Competitive?

The healthcare sector has rigorous compliance requirements, and buyers prioritize suppliers who can demonstrate:

High-quality services with proven success
Compliance with healthcare regulations (e.g., CQC, ISO standards)
Financial stability and long-term sustainability
Innovative approaches to patient care and cost efficiency
Value for money without compromising service quality

To stand out, your bid must not only meet the criteria but also showcase your unique strengths.

Finding the Right Healthcare Tenders

Not every tender will be a perfect fit for your business. A targeted approach helps save time and resources by focusing only on the opportunities that align with your expertise.

How to Identify the Best Tenders for Your Business

Use Tender Search Services – Stay updated on relevant tenders by using specialist healthcare tender platforms.
Assess Buyer Requirements – Review qualification criteria to ensure you meet all specifications.
Check Previous Contract Awards – Research past winners to understand what buyers look for.
Match Your Capabilities – Bid only for contracts that align with your expertise, experience, and resources.

By focusing on tenders that match your strengths, you can increase efficiency and boost your win rate.

Key Steps to Winning a Healthcare Tender

1. Read the Tender Document Thoroughly

The tender document outlines what the buyer needs, how bids will be evaluated, and the submission process. Ignoring any details could lead to automatic disqualification.

Key Sections to Review:
Scope of Work – What services/products are required?
Evaluation Criteria – How will bids be scored (price, quality, experience)?
Mandatory Requirements – Certifications, policies, financial history, etc.
Submission Deadlines – Late submissions are automatically rejected.

2. Structure Your Bid for Maximum Impact

A winning bid is well-organized, persuasive, and tailored to the buyer’s needs.

How to Structure a Strong Bid:

Executive Summary – A compelling overview of your business and why you’re the best choice.
Company Credentials & Experience – Showcase relevant case studies, qualifications, and certifications.
Proposed Solution – Explain how you’ll meet the buyer’s needs efficiently and effectively.
Quality Assurance & Compliance – Demonstrate adherence to regulations (e.g., CQC, ISO, GDPR).
Pricing Strategy – Offer a competitive, transparent cost breakdown that provides value for money.
Supporting Documents – Include testimonials, policies, accreditations, and proof of success.

3. Focus on Quality and Compliance

Healthcare buyers prioritize safety, compliance, and patient outcomes over just cost. Your bid should clearly explain:

  • How you maintain high service standards
  • Your risk management strategy
  • Your commitment to patient safety and care
  • Your experience in handling similar contracts

Providing strong evidence-based responses can significantly improve your bid’s chances of success.

4. Pricing Your Bid for Success

Price is a key evaluation factor, but cheapest doesn’t always win. Buyers look for value-for-money solutions that balance cost and quality.

How to Price Competitively:

Understand Buyer Expectations – Research past contract values.
Be Transparent – Clearly explain costs and benefits.
Highlight Cost Efficiency – Show how your services save money long-term.
Offer Value-Added Services – Stand out by including extras like training or ongoing support.

A well-balanced pricing strategy increases competitiveness without sacrificing profitability.

5. Submit a Polished, Professional Bid

A bid can be rejected for simple mistakes. Before submission, triple-check everything:

Follow the required format and word count
Proofread for grammar, spelling, and clarity
Ensure all required documents are attached
Submit before the deadline (late bids are not accepted)

A well-presented, error-free bid enhances credibility and professionalism.

Learning from Bid Outcomes

Even unsuccessful bids provide valuable lessons. Request feedback from procurement teams to improve future submissions.

Key Takeaways from Feedback:

What worked well in your bid?
Where did you lose points?
How can you strengthen future bids?

Refining your approach over time will increase your chances of securing contracts.

Winning healthcare tenders can be a game-changer for businesses, unlocking lucrative contracts, long-term partnerships, and industry credibility. However, the journey from application to award is often complex, requiring strategic planning, meticulous bid writing, and a deep understanding of procurement requirements.

Whether you’re a seasoned supplier or new to the tendering process, securing a healthcare contract doesn’t have to feel like an uphill battle. With the right approach and expert support, you can transform your tendering efforts into success stories.

In this guide, we’ll break down the step-by-step process of securing healthcare tenders, providing practical tips to improve your bid success rate.

Understanding the Healthcare Tendering Landscape

Healthcare tenders are contracts offered by public and private healthcare providers for various goods and services, such as:

  • Medical equipment and supplies
  • Healthcare staffing and recruitment
  • Digital health solutions
  • Facility management and cleaning services
  • Patient transport and logistics

These contracts are issued through a structured bidding process to ensure fair competition, transparency, and value for money. To secure a contract, businesses must submit compelling, well-structured tenders that meet the buyer’s needs and evaluation criteria.

Why Are Healthcare Tenders So Competitive?

The healthcare sector is highly regulated, with strict requirements for compliance, patient safety, and service quality. Procurement teams look for suppliers who can demonstrate reliability, efficiency, and innovation—while also offering cost-effective solutions.

With multiple suppliers competing for the same opportunities, your bid must stand out not just in price, but in quality, experience, and compliance.

Step 1: Identifying the Right Healthcare Tenders

Not all tenders will be suitable for your business. The first step in achieving success is finding the right opportunities that match your expertise, resources, and strategic goals.

How to Find the Best Tenders for Your Business

  • Use Tender Alert Services:Regular updates on new healthcare tenders ensure you never miss an opportunity.
  • Assess Buyer Requirements Carefully:Before bidding, check qualifications, financial thresholds, and compliance criteria.
  • Research Previous Contract Winners:Understanding past awardees can give insights into what buyers prioritize.
  • Match Opportunities to Your Capabilities:Avoid wasting time on contracts that don’t align with your strengths.

By focusing on tenders that suit your business, you can increase efficiency and improve your win rate.

Step 2: Understanding Tender Requirements

Each tender document provides essential details about what the buyer is looking for and how bids will be evaluated. Misunderstanding or misinterpreting these requirements can result in rejection.

Key Sections in a Tender Document

  • Scope of Work:Outlines what services or products the buyer needs.
  • Evaluation Criteria:Specifies how bids will be scored (price, quality, experience, etc.).
  • Submission Requirements:Lists required documents, certifications, and bid format.
  • Compliance and Regulations:Details industry standards that must be met (e.g., GDPR, ISO certifications).

Pro Tip:

Always read the tender document thoroughly and create a checklist to ensure you address every requirement.

Step 3: Crafting a Winning Bid

A strong tender response isn’t just about filling out forms—it’s about persuading the buyer that you’re the best choice.

How to Structure a Successful Healthcare Tender

  • Clarity & Conciseness:Avoid jargon and keep your response straightforward.
  • Evidence-Based Claims:Use data, case studies, and testimonials to support your statements.
  • Differentiation:Highlight unique selling points that set you apart from competitors.

Step 4: Pricing for Success

Price is a crucial factor in tender evaluation, but the lowest price doesn’t always win. Buyers look for the best balance between cost and quality.

How to Price Your Bid Strategically

  • Understand the Buyer’s Budget:Research past contract values to gauge expectations.
  • Be Transparent:Clearly break down costs to show where value is added.
  • Offer Long-Term Cost Savings:Demonstrate efficiency improvements that save money over time.
  • Consider Value-Added Services:If pricing is tight, highlight additional benefits (e.g., extended warranties, training, or aftercare support).

Strategic pricing can give you a competitive edge without undercutting profitability.

Step 5: Submitting a Professional Bid

A well-prepared bid can be rejected instantly if submission guidelines aren’t followed. Attention to detail is critical.

Final Checks Before Submission

Format Correctly: Follow page limits, font sizes, and document structure as specified.
Proofread for Errors: Spelling, grammar, and formatting mistakes can reduce credibility.
Double-Check Attachments: Ensure all required documents are included.
Submit on Time: Late submissions are automatically disqualified.

Pro Tip:

Submitting early allows time to fix last-minute issues and confirm receipt with the buyer.

Step 6: Post-Bid Follow-Up & Learning from Feedback

Even if you don’t win a contract, every tender submission is a learning opportunity.

How to Use Feedback to Improve Future Bids

  • Request Buyer Feedback:Many procurement teams provide scoring breakdowns and comments.
  • Identify Strengths & Weaknesses:Analyze what worked well and where improvements are needed.

Continuous improvement in bidding strategies can lead to higher success rates over time.

Failure to meet these requirements can result in disqualification, even if the rest of your bid is strong.

At Healthcare Tenders, we understand the complexity of healthcare regulations and can help you ensure your bid is fully compliant. Our team of bid experts is well-versed in healthcare standards, helping you articulate how your business meets these criteria in a clear and compelling way.

  1. Highlight Your Experience and Capacity

When reviewing bids, evaluators want to see evidence of your capability to deliver on the contract. This includes showcasing your experience in the healthcare sector, relevant case studies, and details of your team’s qualifications. You also need to demonstrate that you have the resources, infrastructure, and scalability to meet the contract requirements.

Our team at Healthcare Tenders works closely with you to gather and present this evidence in a way that strengthens your bid. We can help you highlight your track record, ensuring that your business stands out from the competition and instilling confidence in the buyer.

  1. Emphasise Quality and Innovation

In the healthcare sector, quality of care and service delivery is paramount. Buyers are often looking for innovative solutions that improve patient outcomes, streamline processes, or reduce costs. Your bid should clearly outline how your approach will meet or exceed the buyer’s expectations, with measurable outcomes and value-added services.

With Healthcare Tenders, we can assist in crafting a narrative that positions your business as a leader in quality and innovation. Our bid writers have extensive experience in articulating these key differentiators, helping you present a winning solution that resonates with evaluators.

  1. Competitive Pricing Without Compromising Quality

Pricing is a critical element in any tender, but in healthcare, it’s important to strike a balance between being competitive and maintaining the high standards required by the sector. Buyers often scrutinise bids to ensure that low costs aren’t achieved at the expense of quality or compliance.

While Healthcare Tenders does not offer pricing advice, we ensure that your bid focuses on demonstrating the value you provide. We help you communicate how your pricing structure reflects the quality, reliability, and expertise your business brings to the table, making your bid more compelling.

How Healthcare Tenders Can Help You Succeed

At Healthcare Tenders, we offer more than just a list of healthcare contract opportunities—we provide full support throughout the bidding process. From locating the right tenders to writing and refining your bids, our dedicated team is committed to helping you win. The tendering process for emergency services contracts

Although each emergency service may practice a slightly different procurement process, there are generally unifying documents. When you’re tendering for contracts, you need to know what the process will look like. Knowing what’s ahead will help you prepare your tender documents.

PIN

A Prior Information Notice (PIN), this is where the purchasing authority states their intention for goods/services. This could be issued up to 12-months in advance.

SQ

The Selection Questionnaire is produced for suppliers to complete. This would cover the basic and intermediary requirements of the supplier. This process ensures that only suitable suppliers progress to the next stage.

ITT

Once the supplier has been successful with the SQ, they will go on to the invitation to tender stage (ITT). Arguably, this is the heart of most emergency service tenders, as it’s where you’ll do the most work. The main way this document will be evaluated is by selecting the MEAT (Most Economically Advantageous Tender).

Evaluation criteria can be tricky to understand but MEAT is relatively simple. The idea is that the purchasing authority is looking for the lowest priced tender that still upholds the quality requirements.

Who commissions emergency service contracts?

Each of the emergency services shapes its procurement policy around the Public Contracts Regulations 2015. However, this doesn’t mean that their procurement structures are the same…

Ambulance Service

For the ambulance service, the procurement authority is generally Clinical Commissioning Groups (CCGs). These groups exist on a regional level to keep procurement tight, cost-effective and relevant to the area.

Fire Service

Across the U.K, all 45 fires and rescue services (FRS’) perform their own procurement. These services are in turn are advised by Fire and Rescue Authorities, which help them procure goods and services.

Police Service

Each of the 43 police services in England and Wales procure their own goods and services. However, 25 of these forces have entered into collaborative agreements with each other, which help cost-savings and ensure effective procurement. The Home Office further ensures effective spending, acting in a support role to help procurement.

Do You Know the Difference Between Public and Private Contracts for Healthcare Services?

Are you looking for public or private sector contracts for healthcare services? That is the first question you need to answer.

Securing contracts for healthcare services can be tricky to navigate if you don’t know where to begin.

Ask yourself, what can you and your business offer? And do you meet the criteria the contract is asking for?

Answering these initial questions is the starting point when looking at contracts for healthcare services. In this blog, we will look at how to secure these contracts and explore the differences between the sectors.

What healthcare services can you tender for?

Healthcare Tenders are published by a variety of buyers both in the public and private sector. Ultimately, these organisations are seeking to procure healthcare services, goods or support for their constituents or service users.

Buyers procure healthcare services including:

However, there are a lot more services that buyers can procure. For example, women can seek IVF care and maternity care. Then there’s children’s healthcare to consider. Meaning tendering for contracts for healthcare services can vary in specialisms. This means that there is a broad range of contracts available. It’s important to establish what you’re looking for to make the tracking process more efficient.

What do you need to have in place to be able to tender for healthcare services?

Due to the nature of the healthcare industry, there will be limitations regarding securing some contracts. If you are intending to go for healthcare contracts, it is important you know what requirements the buyer has stipulated.

We recommend healthcare companies to be CQC (Care Quality Commission) registered before tendering for work. This shows to the buyer that you are legitimate, and will deliver a professional, high-quality service. In some instances, there will also be, Pre-Qualification Questionnaires (PQQ). PQQ’s are used by buyers to determine the suitability of suppliers tendering for their contracts. You will be required to complete the questionnaire alongside submitting evidence to validate your business. Buyers could also use a Selection Questionnaire (SQ). These are more liberal when it comes to the questions. No evidence is required, but you need to ‘self-certify’ why you are suitable.

The 5 main differences between private and public sector healthcare contracts:

Contracts for healthcare services can be procured in both the public and private sector.

  • With public contracts, buyers publish through the government, or public sector bodies, including the NHS. This means companies bid for the contracts, following the framework set out by the government.
  • A private contract for healthcare services is published directly by the buyers. They are open to all, and the guidelines can differ from each new contract.
  • Private contracts, tend to focus more on the budget above all, looking at who can deliver their services cost-effectively. Whereas public contracts will often focus on your quality responses also and whether you meet their requirements.
  • In the public sector, you’re guaranteed to be paid as per the Prompt Payment Code. The private sector is not bound by these regulations.
  • The public sector now places a 10% weighting on social value. This score evaluates how you’re helping to improve the local community, the environment and aid Covid recovery.

To summarise

Before diving into contracts for healthcare services, ensure you are ready with all the necessary requirements that will be considered. Think about what the buyer is asking and what it is that you can do better than others.

Ensure you have the correct accreditations to fit the contract. Are you CQC registered, or at least in the process of becoming so? Do you need to answer a PQQ or SQ? Planning ahead will enable you to prepare, giving you a better chance of winning healthcare contracts.

Contracts In the Healthcare Industry – What You Need to Know

Get closer to winning contracts in the healthcare industry with this blog!

Contracts in the healthcare industry are somewhat feared for their complexity. There seems to be some real confusion around these contracts, so in this blog, we aim to dispel that. Read below to discover the tendering process behind contracts in the healthcare industry.

Who procures contracts in the healthcare industry?

People might state simply that the NHS is the ‘buyer’, but there’s more to this than you’d think. Local clinical commissioning groups play a vital role in creating contracts in the healthcare industry. After significant mergers, there are currently 106 CGGs in the U.K, playing central roles in the creation of healthcare contracts. On average, these commissioning groups are serving 250,000 people in their area of service.

Where can I find healthcare contracts?

Look no further than Healthcare Tenders.

By removing unreliable CPV codes, we’ve created a portal that infinitely smoothens the process of searching for tenders. We upload a wide range of tenders in the healthcare industry, across the UK. This helps to streamline the process, saving you time and resources.

What is Healthcare Tenders?

Healthcare Tenders is a time-saving tool. Our Opportunity Trackers manually search hundreds of sites for the latest healthcare leads and opportunities. They upload a whole range of opportunities such as single-provider contracts, NHS frameworks and DPS’. Once they are uploaded to our portal, you can filter the results by budget, keyword, location and more.

Below are previous healthcare tenders sourced on our portal:

What does the healthcare tendering process look like?

1.   PIN (Prior Information Notices)

We start contracts in the healthcare industry with PINs. This is simply the announcement of procurement by the CCG or NHS foundation. These generally take place far before the contract notice, in some cases up to a year beforehand. At this point, you may be asked to provide an expression of interest.

2.   Contract notice

This aspect of the tendering process fleshes out the PIN by stating basic information about the contract. The contract then provides contact details to the suppliers.

3.   SQ

The selection questionnaire is where things really get going in the bid writing process. Although large responses aren’t usually required, it’s dependent on the buyer and the size of the contract.

4.   ITT

You’ve passed the SQ, and you’ve now been invited to tender. In some cases, the buyer may jump in with the ITT. Things to expect as the supplier are:

  1. A cover letter – A generic letter covering what’s to be expected.
  2. A scope of procurement – Things such as the dates, length, value, etc. It’s likely that the contract winner will be chosen based on the MEAT (Most Economically Advantageous Tender). Your response to this is the most important part of winning contracts in the healthcare industry.

5.   Presentation

Your company has been shortlisted for the final stage. You may be invited for a final interview. You can expect 5% of marking to be attributed to this stage.

6.   Contract Award

You’ve done it. You’ve won! This isn’t the time to rest on your laurels, however. You need to act on the promises made during the presentation and prior to that.

In summary

Here we are, at the conclusion to this blog on contracts in the healthcare industry. You now have a greater knowledge when it comes to the healthcare tendering process. You also now know where to find these contracts.

What’s Different About NHS Bid Writing?

3 tips to upgrade your NHS bid writing process

NHS bid writing informs an integral cog in the wheel of UK healthcare procurement. In 2020, The DHSC recorded £70 billion in expenditure, and since the pandemic, this is sure to have skyrocketed. This has created unprecedented levels of demand for healthcare services across the board.

So, where does this leave you when it comes to the NHS bid process?

With serious opportunities for growth and development!

In this blog, we’ll look at sources of NHS tenders, alongside tips to help your NHS bid writing tactics.

Where can I find NHS tenders?

Through our extensive searches for NHS contracts, we’ve developed one central portal…Healthcare Tenders.

Below are previous NHS tenders sourced on our portal:

3 tips to improve your NHS bid writing

Make sure you’re eligible

Eligibility is a core element in healthcare tender evaluations, and without it, your chances of winning are dashed. You need to ensure that your qualifications, standards, and policies match the requirements of the NHS. Check out the NHS Procurement & Commercial Standards which includes the requirements suppliers need to meet to qualify for tenders.

Proofreading and reviewing

The gap between success and failure can be very slight, especially when it comes to NHS bid writing. Detail is incredibly important, so understanding the tender documents is essential to winning the bid. Take time to digest the contract, and really get to grips with the terminology. Once you’ve written the response, and reviewed it a few times, you can pass the document onto f colleagues. If the work is clear and easy to read, you’ve won half the battle. Ask them to be as critical as possible, in order to catch any stray errors. If you still don’t feel confident enough in the document, send it to a professional Bid Writer. Our sister company, Hudson Succeed, actually offers this service through Tender Mentor.

Bid and time management

Bid management is crucial to NHS bid writing. You should always be mindful of the deadline, especially when it comes to healthcare. If your bid is too late, it will simply not be considered.

So, how do I achieve good bid management?

  • Set internal deadlines with both your company and yourself
  • Organise progress meetings so that everyone is on board with what’s going on in the wider team and project
  • Track the progress of the teams through project trackers.

In summary

So here we are, at the end of this blog on NHS bid writing! If you need it, here’s a short recap of the blog. You now know about the importance of eligibility when it comes to healthcare, alongside always keeping on top of time management. You also know about methods for proofing/reviewing to ensure that your finished bid is the best version it can be. As well, you’ve been informed about solid sources for tendering.

What is the Government Social Care Plan and How Does It Affect You?

With a new Government social care plan on the horizon, what should you know?

Recently, the Government unveiled a government social care plan to tackle healthcare staffing issues over the next 10 years. This follows Boris Johnson’s 2019 promise to “fix the crisis in social care once and for all”. This is the largest government social care plan in recent history, so here is an outline for how it’ll be used.

From the £36 billion health and care levy, the government outlines how they will use £5.4 billion over this period.

  1. Part of the £1.7 billion allocated to improve social care will fund a repairs service. This will help older and disabled people live for longer with their families or independently in their own homes. They will receive more money to enable adaptations such as stairlifts, wet rooms and home technologies.
  2. At least £300 million will be invested to increase the range of supported housing.
  3. Following from this, £150 million to drive greater adoption of technology, which can support independent living and improve care.
  4. £25 million will be invested to change the services provided to support unpaid carers.
  5. A previously announced £500 million will go towards ensuring the social care workforce have the right training and qualifications.

What does this government social care plan mean for you?

Ultimately, this means that lot of new contracts are expected to go out to tender. If you need help, Healthcare Tenders can support you. If you need bid writing or tender sourcing support, we’re your people.
